A traffic stop between two on-duty San Antonio Police Department officers led to a 30-day unpaid suspension for Detective Narciso D. Marte after department recordings documented unsafe driving and a profanity-laced confrontation. According to an agreed suspension order, Marte disregarded a stop sign, passed a marked patrol vehicle in a no-passing zone with traffic approaching from the opposite direction and straddled both lanes in an unmarked city vehicle. The order also states that investigators found Marte’s written account of what happened before the stop was contradicted by the patrol officer and Axon Fleet video. Marte originally faced a contemplated 45-day suspension, but he and then-Police Chief William P. McManus agreed to reduce the discipline to 30 days without pay.

Detective Passed Patrol Vehicle With Oncoming Traffic

The incident began at approximately 2:20 p.m. on Nov. 6, 2025, while Marte was operating an unmarked covert police vehicle. Officer Ricardo Carrera Pineyro was traveling northbound in a marked patrol vehicle equipped with Axon Fleet video when Marte passed him in a no-passing zone in the 100 block of Nogalitos Street. The suspension order states that Marte crossed the double-yellow lines and entered the southbound lane despite oncoming traffic. Marte then allegedly straddled both lanes while passing between Carrera Pineyro’s patrol vehicle and a vehicle traveling in the opposite direction.

Carrera Pineyro initiated a traffic stop after witnessing the maneuver. Investigators later determined that approximately 47 seconds before the stop, Marte had also disregarded a stop sign at Mockert Street and East Zavalla Street. Three on-duty SAPD officers reportedly witnessed that violation. SAPD concluded that Marte failed to comply with traffic laws and operated the city vehicle in an unsafe manner.

‘You Don’t Get to Act That Way’

According to the suspension order, body-camera and Fleet video showed Marte leaving his vehicle “in an aggressive manner” and approaching Carrera Pineyro after being pulled over. Carrera Pineyro told him, “You don’t get to act that way.” Marte responded, “I got a fucking detective that needs help right now, and you fucking stopped me.”

Carrera Pineyro then asked, “Why did he not get toned out?” Marte replied, “Get the fuck out of here.” Carrera Pineyro ordered him to provide his name and badge number, saying, “Give me your name, give me your badge.” Marte reportedly turned back toward the officer and answered, “2629, get the fuck out of my way.”

SAPD determined that Marte’s aggressive approach, expletives and coarse language toward another officer failed to conform to the department’s rules for ordinary and reasonable conduct. The order states that his behavior brought reproach or discredit upon himself and the department. Officials also cited discourtesy toward a fellow employee and conduct prejudicial to good order. The exchange became one of three separate grounds cited for the unpaid suspension.

Written Account Contradicted by Fleet Video

Investigators also examined what Marte wrote in his official response to the complaint. Marte claimed that he spoke to Carrera Pineyro before passing the marked patrol vehicle and believed the officer had understood what he was doing. His written account stated:

“I pulled next to his vehicle (his driver side door) and identified myself. I said: ‘hey brother, I’m with covert and I’m going to assist other Detectives, I’m going around you, ok’ and then proceeded around his vehicle believing he understood my request. After I passed him, the officer turned on his overhead lights and I pulled over.”

Investigators reported that Carrera Pineyro’s front Axon Fleet video showed Marte’s passenger-side windows remained rolled up as he passed the patrol vehicle. Carrera Pineyro also stated in a report that he had “no communication” with Marte before initiating the traffic stop. Based on that evidence, SAPD concluded that the information Marte placed in his written response was inaccurate. The department found that he violated its rule requiring officers to complete reports promptly, accurately and in compliance with reporting procedures.

Three Policy Violations Led to Suspension

The order found that Marte violated SAPD policies governing the safe operation of city vehicles, officer conduct and behavior, and the accurate completion of official reports. It also cited civil service violations for discourtesy to a fellow employee, conduct prejudicial to good order and violation of a department rule or special order. Marte was served with the contemplated 45-day suspension on March 16, 2026. He exercised his contractual right to rebut the charges before McManus.

Marte and McManus subsequently agreed to reduce the penalty to a 30-day unpaid suspension. The suspension ran from May 3 through June 1, 2026.

More Than 18 Years With SAPD

Texas Commission on Law Enforcement records show Marte has held a Texas peace officer license and has been employed by SAPD since Oct. 1, 2007.
