A San Antonio police officer was indefinitely suspended after body-worn camera footage allegedly showed him punching, slapping and throwing a handcuffed suspect to the ground during an arrest, according to disciplinary records obtained by The Hawk’s Eye. Officer Arturo Trevino was also accused of pushing the man into a patrol vehicle and repeatedly using profanity toward him. Then-Police Chief William McManus ordered Trevino’s indefinite suspension without pay following an internal affairs investigation. Under San Antonio’s civil-service system, an indefinite suspension effectively terminates an officer’s employment.

The department said the suspect began resisting the search and directing profanity at Trevino. Body-camera footage captured Trevino twice telling the handcuffed man to “shut the fuck up,” according to the order. SAPD concluded that those statements constituted verbal abuse of a prisoner.

Encounter Began With Report of Intoxicated Man

The incident began at approximately 10 p.m. on Dec. 20, 2025, when Trevino was dispatched to the InTown Suites at 7490 Culebra Road for a report involving an intoxicated man, the suspension order states. Before Trevino arrived, another officer apprehended the man following a brief foot pursuit. Trevino was then redirected to the arrest scene at 7230 Culebra Road, where he assisted in searching the suspect.

According to the department, the suspect began resisting the search and using profanity. Body-camera footage captured Trevino responding, “Shut the fuck up,” before placing the man on the ground, the order alleges. When the handcuffed suspect continued directing profanity at Trevino, the officer allegedly repeated the same statement. 

Officer Allegedly Pushed Suspect Into Patrol Car

The body-camera footage also appeared to show Trevino pushing the suspect into the front passenger door of his patrol vehicle, according to the disciplinary record. After the man struck the door, Trevino could be heard saying, “Be careful there is a car there.” SAPD concluded that the alleged push amounted to unnecessary physical violence against a prisoner. 

The encounter allegedly continued near the right rear passenger door of Trevino’s patrol vehicle. Investigators said Trevino appeared to throw the handcuffed man to the ground, causing an injury to his right elbow. The disciplinary order does not provide additional information about the nature or severity of that injury. 

Body Camera Allegedly Captured Three Punches

While the suspect was lying on his back and remained handcuffed, Trevino allegedly struck him in the face approximately three times with a closed right fist. The department’s account indicates those strikes occurred after Trevino had thrown the man to the ground.

Trevino then attempted to place the man into the back seat of the patrol vehicle, according to the order. The suspect stood in the doorway and refused to enter the car. Trevino could allegedly be heard saying, “Get inside the fucking car,” before appearing to slap the man across the face with an open right hand and force him inside. 

Chief Says Conduct Was Detrimental to Department

The internal affairs investigation cited one violation involving verbal abuse and four violations involving unnecessary physical violence. Trevino was also found to have violated civil-service provisions prohibiting discourtesy while on duty, conduct prejudicial to good order and violations of applicable department rules or special orders.

Trevino acknowledged receiving the indefinite suspension on May 11, 2026, and the order was filed with the San Antonio Fire Fighters’ and Police Officers’ Civil Service Commission the following day.
