The third Guadalupe County detention officer named in an investigation involving alleged improper sexual activity with a person in custody was arrested July 17, one week after two other officers were booked on the same pair of charges. Jail records reviewed by The Hawk’s Eye identify the third officer as Rudy Garcia Jr., 27, who had been serving as a corporal detention officer when the investigation became public. Garcia was charged with violation of the civil rights of a person in custody and improper sexual activity with a committed person, according to the jail database. He was released July 18, 2026, on a surety bond. His arrest completed the trio named by the Sheriff’s Office on July 10.

Garcia Booked One Week After First Two Officers

The Sheriff’s Office’s original July 10 announcement⁠ said Garcia had not yet been arrested but that authorities knew where he was, did not consider him a flight risk and had made arrangements to take him into custody later. At that time, the agency said Garcia remained on administrative leave while Detention Officers Andrew Kee and Isaiah Charles had been terminated. Garcia’s eventual booking occurred seven days after that announcement and two days after his final service date listed by TCOLE. Jail records show he was released the following day on a surety bond.

Investigation Began Three Days Before Arrests

According to the Sheriff’s Office, the investigation began July 7, 2026, after the agency received allegations of inappropriate conduct involving a detention officer assigned to the Guadalupe County Adult Detention Facility. The agency said investigators subsequently determined that Detention Officers Andrew Kee and Isaiah Charles and Corporal Detention Officer Rudy Garcia had violated the civil rights of a person in custody by engaging in improper sexual activity with a person in custody or under supervision. 

At Sheriff Joshua Ray’s request, the Texas Rangers took the lead in the criminal investigation and obtained warrants for all three men. The agency said the investigation remained ongoing and directed questions about the criminal case to the Texas DPS public information officer in San Antonio.

Kee and Charles Were Arrested First

Andrew Ryan Kee, 23, and Isaiah Charles, 36, were arrested and booked July 10, according to the county records. Each man was booked on charges labeled violation of the civil rights of a person in custody and improper sexual activity with a committed person. Both men were released July 11 on surety bonds, one day after being booked. The Sheriff’s Office said both had been terminated from employment when it announced the investigation.

State Records Show Each Officer’s Time as a Jailer

TCOLE service records reviewed by The Hawk’s Eye show Garcia served with the Guadalupe County Sheriff’s Office from July 9, 2018, through July 15, 2026. Charles’ service is listed from January 14, 2021, through July 10, 2026, while Kee’s is listed from February 27, 2024, through July 10, 2026.

Sheriff Promised “No Cover”

Sheriff Joshua Ray said he had “zero tolerance” for the alleged misconduct and declared that there would be “no second chance and no cover.” Ray said every person housed in the detention facility was entitled to basic dignity and promised that employees who violated that standard would be held accountable. 

Garcia, Kee and Charles are presumed innocent unless and until each is proven guilty through the judicial process.
