Trump Announces ‘Great Healthcare Plan’ Focused on Drug Prices, Premiums, and Direct Payments

President Donald J. Trump on Wednesday announced The Great Healthcare Plan, a healthcare proposal the White House says is intended to lower prescription drug prices, reduce insurance premiums, and redirect federal healthcare funds directly to individuals rather than insurance companies or pharmaceutical manufacturers. The plan was unveiled during remarks at the White House and is being promoted as an alternative framework to the Affordable Care Act. Trump said the proposal is designed to prioritize patients and consumers rather than industry intermediaries.

Trump described the plan as building on healthcare-related actions taken during his first term, including drug pricing initiatives and transparency rules. He said the proposal focuses on increasing competition, reducing government spending he described as wasteful, and giving consumers more direct control over healthcare decisions. According to the administration, the plan seeks to limit the role of insurers and corporate middlemen in determining prices and coverage options.

“I am thrilled to announce my plan to lower healthcare prices for all Americans and truly make healthcare affordable again,” Trump said. He added that the proposal is intended to reverse what he characterized as years of policy decisions that favored large corporations over patients. Trump said the plan would put more money back into the hands of consumers and allow families to make healthcare choices based on cost and quality.

Direct-to-Consumer Healthcare Funding

One component of the proposal would change how federal healthcare funds are distributed by sending money directly to individuals instead of insurance companies. Trump said these funds would be deposited into healthcare savings accounts held in the individual’s name. Consumers would then use those funds to purchase insurance coverage or medical services of their choosing.

“The government is going to pay the money directly to you,” Trump said. He argued that this approach would reduce administrative costs and eliminate incentives that currently benefit insurers rather than patients. According to Trump, removing insurers from the middle of the transaction would result in lower premiums and increased competition among providers.

Prescription Drug Pricing and Trumprx.gov

The plan also seeks to lock in the administration’s most-favored-nation prescription drug pricing policy, which ties U.S. drug prices to the lowest prices paid by other developed nations. Trump said the policy is already producing large discounts and would continue to reduce prices if enacted into law. He claimed that some medications could see substantial price reductions under the framework.

To support the drug pricing initiative, the administration announced Trumprx.gov, a federal website where Americans would be able to access pricing information and purchase prescription drugs at discounted rates. Trump said the site would provide transparency and immediate access to lower-cost medications. He emphasized that Americans would no longer pay higher prices than consumers in other countries.

Insurance Premiums and Affordable Care Act Programs

Trump again criticized the Affordable Care Act, referring to it as the “Unaffordable Care Act,” and argued that it was structured to benefit insurance companies through taxpayer subsidies. He said his plan would end what he described as government payoffs to insurers and instead redirect that money to individuals. According to Trump, this change would place downward pressure on premiums.

The proposal also includes full funding of the Cost Sharing Reduction (CSR) program, a provision of the Affordable Care Act that reduces out-of-pocket costs for eligible enrollees. The White House said funding the program would lower premiums on certain marketplace plans by an estimated 10 to 15 percent. Trump described the measure as a way to reduce costs while broader changes are implemented.

Transparency and Accountability Requirements

Another portion of the plan focuses on expanding transparency requirements for insurers and healthcare providers. Trump said insurance companies would be required to publish coverage options, pricing comparisons, profit margins, and claim denial data in plain language. The information would be made available so consumers can compare plans and understand how their premiums are being used.

Hospitals and insurers that participate in Medicare or Medicaid would also be required to publicly post prices for medical services. Trump said this requirement would prevent surprise billing and allow patients to shop for care based on cost and quality. He argued that increased transparency would lead to greater competition and lower prices across the healthcare system.

Congressional Action and Next Steps

Trump urged Congress to act quickly to pass the framework into law, arguing that immediate action is necessary to provide relief to Americans facing rising healthcare costs. He said legislative delays would prolong what he described as an unaffordable system for many families. Trump called on lawmakers to complete the work his administration has begun.
