John David (J.D.) Osborne Junior, who goes by David or Dave Osborne with the Harlingen Police Department, failed to take a citizens complaint when his assistance was requested on the City Facebook Messenger, which he is the Commander over.
All public releases list David Osborne as the “Executive Staff, Public Information Office Commander:”
Promotion documents show Osborne to be a Police Commander, but do not indicate an “Executive Staff,” status:
This is not the first time Osborne failed to be considerate within the scope of the Public Information Office. TPIA records show previous suspension for similar conduct towards others:
There have been many communications sent to the Public Information Office formal Facebook Messenger without response.
This is not the second time, that Osborne decided to do things other than his assigned duties. He was also suspended for taking a fishing trip with a supervisor of the City of Harlingen, when he claimed to be sick:
This would be the third time Osborne “failed to be considerate of co-workers, citizens, or others,” and a potential “grounds for removal,” based upon “neglect of duty.”
The matter was referred to the City of Harlingen, Police Department, Internal Affairs Unit.
We are waiting for a reply from the City on the matter. This matter is as simple as taking a complaint, so why wouldn’t he? What would the harm be? It seems like a really easy task to complete. Doesn’t it?
