The New Braunfels Police Department has arrested three city employees this past year, including a police officer and two municipal workers, each facing criminal charges ranging from theft to assault and driving while intoxicated.
Police Officer Arrested for Theft

One of the arrests involved New Braunfels Police Officer Isaac Nolasco, who was taken into custody on October 25, 2024. Nolasco, employed with the city since June 3, 2019, earns a salary of $78,119. He was charged with burglary of a vehicle, accused of stealing a purse belonging to a woman he had met at Texas Live, a popular entertainment venue in Arlington.
According to police reports, Nolasco allegedly entered the woman’s 2013 Infiniti G37 without consent after she refused to drive him home. Surveillance footage reportedly captured him exiting the vehicle, reaching back inside, and taking the purse before running away. The purse contained cash, identification documents, a debit card, and other valuables. The case led to an arrest warrant after detectives reviewed the footage and conducted a photo lineup, where the victim identified Nolasco as the suspect.
City Equipment Operator Arrested for DWI, Weapon Possession

Another city employee, Matthew Ramirez, an equipment operator, was arrested on October 27, 2024. Employed since March 25, 2020, Ramirez earns a salary of $43,576. He was charged with his second DWI and unlawful carrying of a weapon, both of which resulted in a $3,000 surety bond.
Despite his arrest, no charges have been filed against Ramirez by the Comal County District Attorney’s Office as of now. It remains unclear whether the DA will proceed with prosecution or if the case will be dismissed.
Former Construction Inspector Arrested for Assault

A third case involves Caden Qualls, a former construction inspector who was employed with the city from December 27, 2021, to July 22, 2024, earning a salary of $56,569.33. He was arrested June 13, 2024, for assault – family violence and was released on a $10,000 surety bond.
Qualls’ case is currently listed under “pre-file” status in the 274th District Court, indicating that prosecutors are reviewing the charges and may pursue further legal action.
Multiple City Employees Arrested in 2024
The arrests of these three city employees raise broader questions about oversight and accountability within New Braunfels’ municipal workforce. While law enforcement officers and city employees are expected to uphold public trust, these incidents highlight legal troubles that could impact the city’s administration and reputation.
