SAPD August 2022 Suspensions
The San Antonio Police Department (SAPD) has published the suspensions issued for August 2022. SAPD Officers fall under the Local Government Code 143, as it relates to what is considered disciplinary action and releasable to the public.
SAPD Officer Given Indefinite Suspension
On February 23, 2022, Bear County District Court 399 issued a warrant for the arrest of SAPD Officer Oscar Cruz, Jr., #0910 (WPA) regarding his involvement in an incident documented under SAPD20051241.
Further, Officer Cruz’s actions render his continuance in office detrimental to effective law enforcement and the needs of the San Antonio Police Department. The law and sound community expectations recognize that there is good cause for depriving Officer Cruz of his position.
On February 24, 2022, at approximately 6:58 p.m., Officer Cruz was arrested without incident at 3010 West Loop 1604 North, San Antonio,Texas,under a postindictment arrest warrant (#1790261) for Deadly Conduct – Firearm. The issuance of a warrant for, and subsequent arrest of Officer Cruz did not conform to the ordinary and reasonable rules of good conduct and behavior, which brought reproach or discredit to himself and/or the San Antonio Police Department. The arrest was documented under SAPD-2022-0236880.

Officer Cruz was indefinitely suspended.
SAPD Probationary Officer Separated From Employment
On March 28, 2022, [Probationary Officer Kristian Ruiz was] involved in a disturbance at a bar while off-duty. Based on the investigation, it has been determined that [Probationary Officer Kristian Ruiz has] not met the fundamental requirements to be a San Antonio Police Officer.

Probationary Officer Ruiz was separated from employment.
Based on [Probationary Officer Matthew Burton’s] recent performance during [his] probationary period, it has been determined that [he has] not met the fundamental requirements to be a San Antonio Police Officer.

SAPD Officer Suspended for Lack of Impartial Treatment
On March 10, 2022, while on duty, Officer Matthew Quintanilla went to the parking lot located at 241 S. Bowie Street to assist [omitted] because her vehicle was being towed. When Officer Quintanilla arrived at the parking lot, he verbally confronted the wrecker driver, Christopher Rodriguez. Officer Quintanilla made statements to the effect that Officer Quintanilla would start pulling over the wrecker drivers from Mr. Rodriguez’s company/employer. Within the hour of this confrontation, Officer Quintanilla pulled over the wrecker being operated by Christopher Rodriguez, who was not wearing a seatbelt. Officer Quintanilla violated Rule and Regulation 3.04(c) through his statement to Christopher Rodriguez, and by initiating a traffic stop on Christopher Rodriguez a short time after the statement was made. This interaction was documented under case number SAPD-2022-0299023

Officer Quintanilla agreed to a twenty day suspension.
SAPD Officer Suspended for Violating Drug Testing Procedures
On or about June 27, 2022, Captain Randall L. Smith, NPS, was randomly selected for a drug screening in accordance with the Collective Bargaining Agreement (CBA). Captain Smith violated the requirement that an officer selected for screening “remain in the testing area under observation by the company representative.” Captain Smith did not remain under observation while the testing agent was waiting for him to provide a specimen.

Captain Smith agreed to a one day suspension.
SAPD Officer Suspended for Search Incident to Arrest
On or about March 3, 2022, Officer Sean E. Rodriguez (refer to SAPD22045070) arrested a subject for public intoxication. Upon arriving at the detention center, the subject was taken in and searched by the detention staff and they located a knife concealed in the sock of the prisoner.

Officer Rodriguez agreed to a one day suspension.
SAPD Officer Suspended for Lack of Professional Demeanor
On or about May 20, 2022, Officer Grady Coleman was dispatched to 5233 Meadow Field for a hit and run traffic accident under case #22106806. Officer Coleman expedited the call by phone rather than responding to the scene as required.
Officer Coleman was then dispatched as cover officer on another call under SAPD2022-0640697 for a recovered stolen vehicle where the suspects might return and were likely armed. When Officer Coleman arrived, he remained in his vehicle.
At both the hit and run call and the cover call, Officer Coleman had his body-worn camera turned on but sitting on the front passenger seat facing the driver side of the vehicle instead of on his outermost garment.
While at the cover call, the mother of the caller from the hit and run accident called Sergeant Benjamin Connell to complain about the improper handling of the call. Sergeant Connell contacted Officer Coleman and had him return to 5233 Meadow Field to handle it correctly. In defense of his actions, Officer Coleman’s tone and words appeared condescending and lacked the respectful, kind, and patient demeanor required.
After returning to the substation, Officer Coleman contacted Sergeant Connell in the office to follow up. Sergeant Michael Tuma was also present. Officer Coleman was disrespectful in his dialogue and demeanor during this interaction and lacked the courtesy required.

Officer Coleman agreed to a five day suspension.
SAPD Officer Suspended for Leaving Work Without Approval
On April 9, 2022, on-duty SAPD Officer Jose L. Camacho, #1382 (WPC) was assigned to limited duty status expediting calls at the West Patrol Substation located at 7000 Culebra Road, San Antonio, Texas. His duty hours were from 2230 hours until 0630 hours. At approximately 0500 hours, Officer Camacho’s supervisor was unable to locate him physically or by telephone. Officer Camacho admitted in his 200-OR that he left work at approximately 0500 hours due to discomfort from his injury and acknowledged he did not have approval from a supervisor to leave early. Officer Camacho left his assigned area prior to his tour of duty ending, without supervisory approval or justification for police related business.
Internal Affairs reviewed attendance records from March 9, 2022, through April 8, 2022, for on-duty SAPD Officer Jose .L Camacho, #1382 (WPC), who was assigned to limited duty status expediting calls at the West Patrol Substation located at 7000 Culebra Road, San Antonio, Texas. His duty hours were from 2230 hours until 0630 hours. A review of the Computer Aided Dispatch (CAD) logs was conducted for Officer Camacho during the 30-day time period listed above. The review revealed Officer Camacho signed off the CAD system from 0424 hours to 0530 hours on every working day, prior to the end of his tour of duty. There was no documentation of him using personal leave to end his shift early during the 22 workdays for the listed time period. Officer Camacho left his assigned area prior to his tour of duty ending, without supervisory approval or justification for police related business.
Officer Camacho’s actions render his continuance in office detrimental to effective law enforcement and the needs of the San Antonio Police Department. The law and sound community expectations recognize that there is good cause for deprivingOfficer Camacho of his position.

Officer Camacho agreed to a thirty day suspension.
SAPD Officer Suspended for Vehicle Accident
On or about May 2, 2022, at approximately 4: 18 a.m., while on duty and operating a city-owned vehicle in the 8800 block of Starcrest Drive, Officer Jorge Patino negligently struck a pole.

Officer Patino was given a one day suspension.
On or about April 29, 2022, at approximately 11 :35 a.m., while on duty and operating a city-owned vehicle at the intersection of N. Zarzamora , Street and W. Maitin Street, Officer Edmond D. Perez negligently collided with a vehicle.

Officer Perez agreed to a one day suspension.

Blanco Road and Gilbert Lane, Officer Courtney .L McCoy negligently struck a vehicle.
Officer McCoy was given a one day suspension.
On or about April 21, 2022, at approximately 3:34 a.m., while on duty and operating a city-owned vehicle in the 400 block of S. Frio Street, Officer Alexander C. Suttles negligently struck a vehicle.

Braunfels Avenue, Officer Alejandro G. Villafranco negligently struck a vehicle.
Officer Villafranco was suspended for one day.
SAPD Officer Suspended for Driving Off Roadway
On or about April 18, 2022, at approximately 3:30 a.m., while on duty and operating a city-owned vehicle in the 12600 block of Judson Road, Officer Andrew M. Bonorden negligently drove onto a sidewalk

Officer Bonorden agreed to a three day suspension.
