SAPD Finds 40mm Less-Than-Lethal Force Unnecessary, Suspends Officer

A San Antonio police officer has been suspended for 30 days without pay following an internal investigation into a June 2025 arrest in which the department determined the officer used more force than was necessary under the circumstances.

According to disciplinary records from the City of San Antonio, Officer Yousif K. Abdullah, badge number 0028, agreed to the suspension as part of a disciplinary settlement approved by San Antonio Police Department leadership and the city’s civil service system. The agreement was finalized in early December 2025 and takes effect from January 6 through February 4, 2026.

Incident at a West Side Residence

The suspension stems from an incident on the night of June 20, 2025, when Abdullah was on duty and assigned to assist another unit serving an arrest warrant for a suspect identified in records as R.H. At the time, Abdullah was working with the department’s Street Crimes Unit.

Records state that officers arrived at R.H.’s residence shortly after 10 p.m. R.H. was observed standing near the front gate of the home. Officers ordered him to get on the ground, and R.H. sat down on a step along the residential walkway. According to the disciplinary narrative, R.H.’s posture was described as passive and non-threatening.

Abdullah retrieved a 40mm less-lethal launcher from his patrol vehicle. As he did so, officers reported hearing him say, “Hey guys, back up. I’m gonna fucking hit him.” Abdullah then issued verbal warnings toward R.H., shouting twice, “Back up or you’re gonna get hit.”

First and Second Impacts

The disciplinary record states that R.H. remained seated with his hands in front of him and was verbally non-compliant but not aggressive. Abdullah then issued what was described as a final warning, yelling, “Last chance, Impact-Impact-Impact.”

At approximately 10:03 p.m., Abdullah fired the 40mm less-lethal launcher, striking R.H. in the right hip or thigh area. According to the report, R.H. reacted by saying, “Ow,” and grabbing his leg.

Officers then ordered R.H. to get fully on the ground. R.H. responded, “I am on the ground.” Abdullah instructed him to change position, stating, “Get on your face now, put your chest on the ground now, now.”

Roughly 20 seconds later, Abdullah again announced, “Impact-Impact-Impact,” and fired a second 40mm round. The second projectile struck R.H. in the same area while he remained seated with his hands out in front of him, according to the investigation.

Findings of the Investigation

The internal investigation concluded that Abdullah used a greater level of force than was reasonable or necessary to achieve a lawful police objective. The disciplinary documents state that deploying the less-lethal launcher twice against a suspect who was seated, non-threatening, and only verbally non-compliant violated department rules.

Specifically, the city found Abdullah violated department policy requiring officers to use only the amount of force necessary to accomplish a lawful objective. The conduct was also cited as harming good order and violating established departmental rules.

Disciplinary Agreement

Under the agreement, Abdullah accepted a 30-day unpaid suspension rather than facing an indefinite suspension. The settlement was approved by Police Chief William P. McManus and filed with the Fire Fighters’ and Police Officers’ Civil Service Commission.

As part of the agreement, Abdullah waived his right to appeal the suspension through administrative or judicial channels. Records show the suspension was formally acknowledged and signed by all parties in early December.
