SAPD Officer: “She Busted My Eye Open”—Abuse Allegations End in Suspension

A San Antonio Police Department officer has been indefinitely suspended following a disturbing internal investigation that found she assaulted a fellow officer she was dating, according to department records.

Officer Accused of Repeated Abuse Against Fellow SAPD Member

Officer Cassidy A. Costa, badge #1123, was suspended on April 30, 2025, after an inquiry revealed allegations of repeated domestic violence against another sworn SAPD member, who at the time was identified in records only as Officer P.E. The incidents reportedly occurred throughout 2024 and were brought to SAPD’s attention on December 9, 2024.

The investigation was prompted by a series of text messages that Officer P.E. sent to another member of the department. In those messages, P.E. described physical abuse, including receiving a black eye and having their mouth forcefully manipulated to prevent them from speaking.

“You know how stupid it is that I had to go to work and lie about how I got a black eye?” one message read. Another stated, “Cuz she busted my eye open.” A third message described further abuse: “She sometimes shoves her hands in my mouth and pulls down in my lip from between my lip and gums so I can stop talking.”

SAPD Cites Conduct Bringing “Reproach and Discredit” to the Department

SAPD documented the matter under case number SAPD24263967. The disciplinary report found that Officer Costa’s actions “did not conform to the ordinary and reasonable rules of good conduct and behavior and/or brought reproach and discredit on herself and the San Antonio Police Department.”

The department further concluded that her continued employment was “detrimental to effective law enforcement and the needs of the San Antonio Police Department.”

Costa was formally notified of her indefinite suspension and informed of her right to appeal the decision within 15 days. Under state law and SAPD’s collective bargaining agreement, officers may request a hearing before an arbitrator or the Civil Service Commission. An appeal to arbitration would waive most rights to judicial review.

As of publication, no public criminal charges have been filed.

“P.E.” Confirmed as Officer Patrick Earles — Also Suspended

The officer referred to as “P.E.” in initial records have been confirmed to be Officer Patrick W. Earles, badge #0973. He was indefinitely suspended on April 10, 2025, for violating SAPD’s truthfulness policy during the same internal investigation.

According to disciplinary records, Earles initially told SAPD’s Special Victims Unit that the incidents were “just a lot of arguing” and “nothing physical.” However, it was later determined he had texted another sworn member of the department saying, “Well I can’t tell SVU the truth.” When that officer replied, “I would be honest,” Earles responded, “No I can’t do that” and “I won’t be responsible for her losing her career.”

SAPD concluded that Earles’ statements did not reflect the truth and cited him for violating Section 200-3.02 of the department’s general manual, which requires truthfulness at all times. He was also suspended for conduct prejudicial to good order.

Both Officers Disciplined; Service Histories Confirmed

Both suspensions stem from the same Internal Affairs case, number IA2024-2286. Officer Costa’s conduct was addressed under SAPD24263967, the associated incident report.

According to records from the Texas Commission on Law Enforcement (TCOLE), Officer Cassidy Costa joined SAPD in June 2022. Officer Patrick Earles joined SAPD in December 2023 after serving more than five years with the Windcrest Police Department from 2017 to 2023.
