Stalking Cases Filed After SAPD Chief’s Report to His Own Department Are Dismissed

Bexar County court records show that two felony stalking cases—one in which San Antonio Police Chief William McManus was identified as the reported victim and a second involving his wife—were rejected for further investigation and formally dismissed. Both cases were filed September 9, 2025, and closed by judicial disposition on December 3, 2025, ending the prosecutions without a conviction. 

The underlying investigation originated after McManus reported the alleged conduct to officers within the San Antonio Police Department, the same agency he leads, according to previously reported arrest documentation.

Arrest, Transport, and Court Proceedings

Court records indicate Roger Craig Vittitoe was arrested September 6, 2025, in Hidalgo County and later transported to Bexar County, where he was processed on the stalking allegations. During magistrate proceedings on September 10, 2025, a judge imposed conditions including GPS house arrest, alcohol restrictions, and a prohibition on firearm possession before the cases were ultimately closed in December.   

Allegations Outlined in Arrest Documents

According to previously reported arrest records, investigators alleged Vittitoe sent repeated unwanted electronic communications to the chief and his wife between September 3 and September 5, 2025, including dozens of voice and text messages expressing anger over an unrelated criminal matter. The affidavit further alleged references to a “15-day Notice” and photographs taken near the couple’s home.

McManus had not responded to the messages and had never met Vittitoe, according to the filing.

Basis for Rejection Not Publicly Detailed

Public docket entries do not describe the specific investigative findings that led prosecutors to reject the charges for further investigation before dismissal on December 3, 2025. Efforts to obtain additional clarification regarding the decision are ongoing.
