The death of a 74-year-old inmate in February 2025 at the Carrizales-Rucker Detention Center led to a formal non-compliance finding by the Texas Commission on Jail Standards (TCJS), according to state records. However, no local or regional news coverage of the incident appears to exist — and the Cameron County Sheriff’s Office has yet to respond to our media inquiry
The inmate, George Segovia Rodriguez, reportedly collapsed in the jail infirmary on February 11, 2025, after informing staff he felt ill while receiving medication. His vitals showed high blood pressure before he suddenly fell over, according to the Custodial Death Report filed with the Texas Attorney General’s Office. He was transported to a hospital and pronounced dead by emergency room staff. The Texas Rangers were called in to investigate the death. His cause of death was listed as natural, pending final autopsy results.
Rodriguez had been in custody since June 2024 on a charge of injury to a child under Texas law.
On May 23, 2025, the Texas Commission on Jail Standards issued a Notice of Non-Compliance to Cameron County Jail, citing a violation of Minimum Standard § 275.1. That standard requires jailers to conduct and document face-to-face inmate checks at regular intervals, especially for those who are mentally ill or at risk.
“After the review of a custodial death, it was determined that face-to-face observations were not documented for over 3 hours. Video evidence was not available for the housing area to verify if rounds were conducted,” the TCJS notice states .
The Commission found that the jail lacked both documentation and video evidence to support its compliance with required safety checks — a serious concern in the wake of a death.
On June 29, The Hawk’s Eye submitted a formal media inquiry to Sheriff Manuel “Manny” Treviño, asking whether any staff had been disciplined, what corrective steps were being taken, and whether staffing or pay issues contributed to the compliance failure . As of publication, no response has been received.
Despite the incident’s severity and the state’s non-compliance finding, we were unable to locate any media coverage of the death or the TCJS action through internet and news archive searches. If this incident was reported by a local outlet, we welcome any correction or citation.
The Commission requires the jail to begin corrective action “upon receipt of this notice.” Whether Cameron County has done so — or when it expects to regain compliance — remains unknown to the public.
