An enforcement agent with the Texas Alcoholic Beverage Commission was fired in September 2025 after internal investigators determined he falsely claimed a graduate degree to obtain an education stipend, according to agency records. The dismissal capped years of documented misconduct, disciplinary actions, and multiple final warnings.
Records show Jeffry J. Gallegos, an enforcement agent assigned to TABC’s Arlington region, received stipend payments beginning in April 2020 based on representations that he held a master’s degree. In August 2025, agency officials asked Gallegos to produce documentation supporting the credential. After initially saying the diploma was in storage, Gallegos acknowledged he did not possess the degree.
The Office of Inspector General placed Gallegos on administrative leave on August 26, 2025, and opened an investigation. Investigators concluded Gallegos misrepresented his educational credentials and improperly received $3,150 in stipend payments between April 6, 2020, and August 2025. TABC ordered repayment and warned that failure to reimburse the funds could result in a state financial hold.
In a termination notice dated September 11, 2025, the agency stated it no longer had confidence in Gallegos’ ability to serve and dismissed him for cause. Records show his employment officially ended September 17, 2025, with his final day on payroll listed as September 16, 2025.
A pattern of discipline
The falsified degree was not an isolated issue. Internal disciplinary records document a pattern of conduct problems stretching back several years.
On November 29, 2021, Gallegos used a state-issued vehicle while off duty, activated emergency lights, and pulled in behind an Arlington police officer conducting a traffic stop. An incident report states Gallegos was wearing civilian clothing and was not on duty at the time. Supervisors determined he violated agency policy by using a state vehicle for personal purposes and exercised poor judgment during the encounter. He received a written reprimand.
In early 2022, Gallegos was again disciplined after supervisors instructed him not to contact another agent following a workplace dispute. Records show Gallegos disregarded that order and confronted the colleague the same night, resulting in what the agency described as a heated argument. The incident was classified as insubordination. A written reprimand was issued on February 9, 2022, and Gallegos was placed on a ninety-day Performance Improvement Plan. Agency records indicate the plan was later closed after completion.
Additional disciplinary actions followed, including coaching for missed assignments in October 2021, counseling for unprofessional conduct and offensive language in October 2022, and verbal counseling in December 2022 for failing to immediately report a fleet-related incident.
In January 2023, Gallegos was placed on investigative leave while the Office of Inspector General reviewed allegations of unprofessional behavior after local law enforcement responded to his residence regarding a civil disturbance. He was returned to full duty on February 13, 2023, after the investigation concluded.
Fleet collisions and final warnings
Agency records show Gallegos was at fault in three chargeable fleet-vehicle collisions on December 17, 2022, April 6, 2023, and January 7, 2025. Internal memoranda state the number of crashes was considered excessive under agency policy.
In March 2025, TABC issued Gallegos a final warning in lieu of termination, revoked his authorization to operate a state vehicle, and required him to complete defensive driving and fleet operations training. The warning explicitly stated that any further policy violations or chargeable collisions could result in immediate dismissal.
Despite those warnings, the later Office of Inspector General investigation into the education stipend led to his termination.
Licensing history
Records from the Texas Commission on Law Enforcement show Gallegos was granted a Texas peace officer license on February 6, 2018, which remained active at the time of his dismissal.
TCOLE records list Gallegos as employed by the Balcones Heights Police Department from February 6, 2018, to April 3, 2020, followed by service with the Texas Alcoholic Beverage Commission from April 6, 2020, through September 16, 2025.
