Deportation Officer Arrested for Alleged Involvement in Money Transportation Scheme

The U.S. Attorney’s Office for the Southern District of Texas recently announced the arrest of Christopher Washington Toral, a deportation officer employed by the Department of Homeland Security, on allegations of transporting nearly $700,000 in what he believed to be drug proceeds.

Toral, 48, from Spring, is set to make his initial appearance before U.S. Magistrate Judge Andrew Edison. The indictment, which was unsealed upon Toral’s arrest, was returned by a federal grand jury on April 9.

According to the indictment, Toral allegedly engaged in three separate instances of transporting a total of approximately $700,000 in exchange for cash payments, believing the money to be proceeds from drug transactions. The charges specify that Toral transported $200,000 between Feb. 9 and 28, 2023, from Dallas to Houston, and later, in early March 2023, allegedly traveled from Newark, New Jersey, to Houston with $300,000 in U.S. currency.

If convicted, Toral could face up to 20 years in federal prison and a maximum fine of $1 million. The investigation was conducted by the FBI and the Department of Homeland Security – Office of Inspector General, with the case being prosecuted by Assistant U.S. Attorney Carolyn Ferko.

The press release also emphasizes that an indictment represents a formal accusation of criminal conduct and not evidence. As such, the defendant is presumed innocent unless proven otherwise through due process of law.
