Predator Poachers Activity in Harlingen Prompts Police Response

Around March 16, 2026, the City of Harlingen encountered a situation which may not be typical for the area, involving a civilian group known as Predator Poachers. The group is associated with Alex L. Rosen, a Houston-based individual whose business is registered through the Texas Secretary of State. Rosen has developed a large online presence across multiple platforms, including two Facebook pages—“Pred Poachers,” created in late 2025 with more than 26,000 followers, and “Predator Poachers (alexpredatorpoachers),” created in 2019 with over 160,000 followers. His YouTube channel, @PredatorPoachersOfficial, has more than 344,000 subscribers, and his professional account on X has accumulated over 480,000 followers. The group’s content generally involves confronting individuals they allege are involved in crimes against children, often recording and publishing those encounters. The group’s presence in Harlingen quickly drew attention as a video and allegations circulated on social media.

Prior Incidents and Law Enforcement Concerns

Predator Poachers’ tactics have not come without controversy. In 2025, Police1 reported on an incident involving Rosen that resulted in his arrest following one of his confrontations. In that same case, the individual he accused was also arrested, but only after law enforcement conducted an independent investigation and developed evidence.

Harlingen Police Department Statement

On March 17, 2026, the Harlingen Police Department released a statement addressing civilian-led online investigations and outlining areas of concern. The department stated it is aware of “public concerns regarding an incident involving a civilian group who publishes online videos alleging criminal activity related to child exploitation.” Officials acknowledged “the seriousness of these allegations and the community’s desire to protect children,” while emphasizing that law enforcement actions must comply with constitutional and statutory requirements.

The statement explained that officers must establish legally sufficient probable cause before making an arrest or conducting a seizure. It further noted that “evidence or information developed after an unlawful detention or arrest cannot be used to justify that action.” The department also cited Texas law regarding admissibility, stating that evidence obtained in violation of state or federal law may be excluded from court proceedings. Officials emphasized that maintaining a proper chain of custody is required to ensure evidence remains reliable and has not been altered or contaminated.

Entrapment, Due Process, and Evidentiary Standards

The department also addressed entrapment concerns, noting that Texas law recognizes entrapment as a defense when a person is induced to commit an offense through persuasion or tactics that would cause a normally law-abiding person to offend. According to the statement, certain civilian-led tactics may raise these issues and complicate prosecution. Officials stressed the importance of distinguishing between lawful investigative techniques and actions that could be interpreted as coercive. If those boundaries are crossed, the resulting case may not withstand legal requirements.

In addition, the department highlighted due process protections, stating that all individuals are entitled to constitutional safeguards regardless of the allegations involved. Officials cautioned that relying solely on publicly posted videos without independent investigation may violate those protections and jeopardize a case. Law enforcement must independently verify allegations, gather admissible evidence, and obtain appropriate legal authorization when necessary. 

Follow-Up with Harlingen Police Department

Following the release, The Hawk’s Eye contacted Sgt. Larry Moore of the Harlingen Police Department’s Public Information Office seeking clarification on the incident and the department’s position regarding civilian-led investigations. Moore stated he would need to consult with executive staff before providing a response and did not offer additional comment at that time.

Moore later relayed that he had consulted with executive staff regarding the inquiry. In his follow-up response, Moore stated that executive staff advised that due to the volume of requests being received, responses are being coordinated through the city attorney’s office. He confirmed there is “an open and active investigation” related to the incident but did not provide further details.

Texas Law on Civilian Intervention

Texas law does provide limited authority for private citizens to intervene in certain situations. Under Texas Code of Criminal Procedure Article 14.01, “a peace officer or any other person, may, without a warrant, arrest an offender when the offense is committed in his presence or within his view, if the offense is one classed as a felony or as an offense against the public peace.” Misunderstanding or misapplying the law can expose individuals to criminal or civil liability.

Guidance to the Public

The Harlingen Police Department concluded its statement by encouraging the public to report suspected criminal activity directly to law enforcement rather than engaging in confrontational tactics. Officials advised that evidence should be preserved in its original form and not posted publicly, as doing so may compromise an investigation. The department also warned against confronting suspected individuals, noting that such actions can create safety risks and interfere with ongoing cases.

Authorities further encouraged community members to provide detailed and accurate information to investigators and to respect the privacy of those involved. The department emphasized that cooperation between the public and law enforcement is essential to ensuring cases are handled safely and lawfully. Officials stated that trained investigators are best equipped to pursue cases in a manner that preserves evidence and supports prosecution. The Harlingen Police Department reaffirmed its commitment to protecting children while ensuring all investigations comply with Texas law and constitutional standards.
