SAPD Officer Disciplined After Woman With Robbery Warrant Found in His Vehicle

A San Antonio police officer has been suspended after department officials determined he violated internal rules following a traffic stop involving a woman with an active felony warrant. According to disciplinary records from the San Antonio Police Department, Officer Thomas J. Gutierrez received a two-day suspension ordered by Police Chief William P. McManus. The suspension was scheduled to take effect from January 31, 2026 through February 1, 2026.

Traffic Stop Led to Internal Review

The investigation began after an incident on August 10, 2025, when on-duty officers and covert detectives conducted a traffic stop near 500 Carroll Avenue in San Antonio. During that stop, officers discovered the passenger in the vehicle had an active felony warrant for robbery. Records show the driver of the vehicle was Gutierrez, who was off duty at the time and driving his personal vehicle. The passenger was identified as Amanda Argumedo, whom Gutierrez told investigators he had known since around 2018. Officers arrested Argumedo at the scene on the outstanding warrant. Department records state investigators later concluded Gutierrez failed to limit his personal associations when he was found with someone who had an active felony warrant inside his vehicle. 

Department Database Use Reviewed

Investigators also examined Gutierrez’s use of police databases during the internal review. According to the disciplinary records, an audit showed the officer accessed a report related to the traffic stop on September 14, 2025, even though he was listed in the report as an involved person rather than working the case.  During questioning with investigators in November 2025, Gutierrez acknowledged that he had also used department systems in November 2023 to check whether Argumedo had active warrants. He told investigators he was not conducting official police work at the time he accessed the information.
