On May 9, 2025, an on-duty officer with the San Antonio Police Department responded to a family violence call involving a woman and her estranged husband at a residence in San Antonio. Department records show the call occurred at approximately 2:50 p.m. at an address on North Loop 1604 West. The woman was in the process of a divorce at the time, and the encounter was documented through official SAPD records.

The responding officer was identified in the disciplinary documents as Officer Jonathan Correa, badge number 0352. The call was logged as a routine response to a domestic situation and concluded without additional enforcement action at the scene. Correa encountered the woman solely in his official capacity as a patrol officer responding to the call for service.

Text Messages Initiated After Leaving the Scene

According to the City of San Antonio’s findings, personal communication began shortly after Correa left the scene on May 9, 2025. The documents state that Correa initiated text messages to the woman at approximately 4:33 p.m. that same day. Investigators later examined the origin of the messages as part of the internal review.

The originating phone number used to send the messages was compared against internal SAPD systems, including SAPDWeb, the department’s centralized operations portal. The number was also checked using LexisNexis Accurint, an investigative database used to access public records and other investigative tools. “Both systems confirmed that the phone number in question was associated with Officer Correa,” the disciplinary record states.

Duration and Verification of Communication

According to the investigation, communication between the woman and Correa began on May 9, 2025, and continued for more than a week. The documents state the correspondence continued until approximately 5:34 p.m. on May 17, 2025. At that point, the exchange ceased.

The woman told investigators that the initial message identified the sender as Officer Correa and included an inquiry about her well-being. She also stated that Correa expressed that he was glad she had regained custody of her daughter. These early messages were described as appearing professional in nature.

Early Responses and Expectations

The woman told investigators that she responded to Correa’s initial messages by thanking him. She stated that she believed Correa intended to provide attorney referrals to assist her with her divorce. According to the disciplinary record, she said that she relied on this expectation when continuing the communication.

However, the records state that “no such referrals were ever received.” Investigators noted this statement as part of the complainant’s account of the interaction. The documents do not indicate that Correa disputed this portion of her statement within the suspension order.

Shift From Professional to Personal Communication

As the exchange continued, the woman reported that the nature of the messages gradually changed. She told investigators that the communication shifted “from professional to personal” over time. According to her statement, Correa began asking her to meet with him for social purposes rather than matters related to the original call.

She also alleged that Correa’s tone became increasingly informal as the days passed. While she acknowledged that she may have initiated contact on one or two occasions, she emphasized that these instances were limited. One example she provided was a message advising Correa to “stay hydrated on a particularly hot day.”

Initiation and Control of the Communication

Despite acknowledging limited initiation on her part, the woman emphasized that most of the communication came from Correa. She told investigators that “the majority of the communication was initiated and maintained by Officer Correa.” This statement was cited directly in the disciplinary findings.

The documents reflect that investigators treated this characterization as significant because the woman had originally been encountered by Correa during an official law enforcement response. The communication, according to her account, continued even though it was no longer related to any active investigation or case.

Messages Unrelated to the Original Law Enforcement Matter

The woman described the content of the text messages as personal and unrelated to the original domestic violence call. She stated that the original matter involved her as a potential victim of family violence, but that the messages did not concern investigative or safety-related issues. According to her statement, the texts focused on personal conversation rather than law enforcement duties.

She also told investigators that she did not ask Correa to stop contacting her. She explained that she felt uncertain about how to address the situation while the communication was ongoing. This explanation was included as part of her sworn statement to internal affairs investigators.

Attempted Contact After Memorial Day

The woman further reported that after Memorial Day, which was observed on May 26, 2025, she attempted to contact Correa again. She said the attempt was related to a separate domestic incident involving her husband that occurred outside the San Antonio city limits. According to her account, she believed Correa might be able to assist or provide guidance.

When she attempted to reach him, she discovered that the phone number previously used for their communication was no longer in service. The disciplinary records do not provide an explanation for why the number was no longer active. Investigators noted this development as part of the timeline of events.

Overall Perspective of the Complainant

When asked to summarize her overall experience, the woman described her interaction with Correa as “unprofessional.” She stated that she felt vulnerable during the period of communication due to a recent domestic violence incident involving her estranged spouse.

The documents indicate that investigators considered her emotional state and circumstances when evaluating the appropriateness of the communication. Her vulnerability at the time was cited as part of the administrative findings. The records do not state that she alleged any criminal conduct or that any occurred.

Suspension and Filing of Discipline

On November 26, 2025, the City of San Antonio issued a disciplinary suspension order. The order suspended Correa for five calendar days without pay, beginning December 9 and ending December 13, 2025. The suspension was signed by Chief William McManus.
