FACT CHECK: Hays County Judge Becerra Tax Fiasco
Hays County Judge Ruben Becerra, whom is up for re-election this year, has put a lot of scrutiny on his opposition, current Hays County Commissioner Mark Jones.
Recently. Judge Becerra called out Commissioner Jones related to a road to nowhere. He used his social media platforms to criticize Commissioner Jones over his word choice.
Soon after, per Judge Becerra, the “defunked,” Facebook page of Corridor News posted two documents which appeared to be public Notice of Federal Tax Liens.

The IRS Explains a Federal Tax Lien
Publishings on the Internal Revenue Services website, the IRS states a federal tax lien is the government’s legal claim against someones property when someone fails to or neglects to pay a tax debt. The lien protects the governments interest in the individual or parties property; which includes: real estate, personal property, and financial assets.
The IRS goes on to state a federal tax lien exists after the IRS puts the balance due on the books (assesses someones liability), send a bill the person or persons which explains how much the person or persons owe (Notice and Demand for Payment), and the person or persons refuse to or neglect to pay the debt in time.
The IRS explains that it files a public document called the Notice of Federal Tax Lien. The lien, per the IRS, attaches to all of someones assets (such as property, securities, vehicles) and to future assets acquired during the duration of the lien.
Judge Becerra Claims the Tax Lien is False
Judge Becerra placed a new web link on his campaign website to address the tax lien matter. He also made the following statement:
Recently we were made aware of an alleged tax lien reported by the defunct publication Corridor “News.” We have not seen these tax lien documents before, we do not owe this amount, and we have no taxable connection to the address listed in the document.
Since we believe in transparency to the voting public, we are posting our tax returns, and we call on our opponent to do the same.
Hays County deserves a county judge that is focused on quick response and action during emergencies, keeping taxes low, criminal justice modernization, equality for all, mental healthcare, and caring for our animals. Unlike my opponent, I am happy to stand on my record.

The Texas Secretary of State Provides Information to Conflict Judge Becerra’s Statement
The Texas Secretary of State lists a few businesses where tax forfeiture occurred. It also lists the address in question, on the state filings. Thus, we must conclude the information provided in Judge Becerra’s statement is not totally accurate.
The Austin-American Statesman published an article on Ruben Becerra on May 26, 2013. The article went on to talk about Gil’s Broiler at 328 N. LBJ Drive and spoke in reference to the Manske Roll.
Another undated publishing by the School of Journalism and Mass communication at Texas State University shows a photo of Ruben Becerra during an official proclamation by the City of San Marcos. The history of Gil’s Broiler, identified by the same publishing, indicates in 2000, Ruben Becerra bought the location listed on the Notice of Federal Tax Liens.
On January 8, 2013, Ruben Becerra filed a Certificate of Formation to “make and sell cinnamon rolls with restaurant store front.” The address listed, is the same address on the Notice of Federal Tax Lien:

Current Judge Becerra even signed the document attesting to the address listed. The address Judge Becerra claims there is no taxable connection:

Clearly explained by the IRS, even future assets fall under the Federal Tax Lien process. On or about January 26, 2018, a tax forfeiture was placed on The Manske Roll LLC.

Further, here is the UCC filing placed with the Texas Secretary of the State:

In summary, we find Judge Becerra’s claims that he has “no taxable connection,” to the address in the Notice of Federal Tax Lien to be false because it is more likely than not the address is associated with some form of tax connection.
