County officials said the position is intended to provide high-level management and project support to the County Administrator, executive staff, and Commissioners Court.

Background and Education

Furlow has served for nearly four years as an Assistant District Attorney in the Civil Division of the Hays County Criminal District Attorney’s Office. The county states that he brings experience in public service, operational oversight, and interdepartmental coordination, which officials say will support the administrative responsibilities associated with the new position. The role places him within the county’s executive administrative structure, where he will assist with planning, coordination, and long-term initiatives tied to county operations.

Born and raised in the Texas Hill Country, Furlow graduated from Wimberley High School before earning a Bachelor of Business Administration from Texas A&M University. He later attended law school in California, earning a Juris Doctor degree from Western State University in 2006 and a Master of Laws from Southwestern University in 2007. County officials said his educational background and government experience contributed to his selection for the new administrative leadership role.

Emphasis on Government Service

In the county’s announcement, Furlow said his career in government has focused on improving efficiency and strengthening organizational processes within public institutions.

“With nearly two decades in state and local government, I’ve worked on initiatives aimed at improving efficiency, strengthening organizational processes, and ensuring responsible stewardship of public resources,” Furlow said. “My experience spans both daily operations and long-term strategic planning, which I believe is essential for sustainable growth. I approach leadership with a focus on integrity, accountability and collaboration.”

Furlow also said his interest in local government stems from the direct impact it has on residents’ daily lives and the services provided by county government.

“I’ve always believed that local government has the most direct impact on people’s daily lives,” he said. “County government provides the opportunity to serve in a hands-on way, ensuring essential services are delivered effectively and responsibly.”

County Leadership Response

County Administrator Kandice Boutté said Furlow’s background in government and legal work will help support the county’s efforts to manage growth and coordinate operations across departments. She described the new deputy administrator position as one intended to help connect long-term planning with the day-to-day work of county government.

“Tucker brings a rare combination of strategic insight, practical experience and a genuine commitment to public service,” Boutté said. “His ability to connect big-picture goals with day-to-day operations will be an incredible asset as our County continues to grow. We’re excited to welcome him into this leadership role and are confident he will strengthen our ability to serve the people of Hays County with excellence.”
