A traffic stop conducted by narcotics investigators with the Henderson County Sheriff’s Office on March 3, 2026, led to the discovery of a large quantity of suspected narcotics and the arrest of a local man. The stop occurred at approximately 2:16 p.m. at the intersection of Loop 7 and Farm to Market Road 2495 in Athens. Authorities said investigators Jonathan Barrios and Jude Bonner initiated the stop after observing a traffic violation involving a white two-door vehicle. The driver was identified as Moses Alexander Payan.
During the course of the investigation, investigators conducted a search of the vehicle. Inside the trunk, authorities reported locating a large brown box that contained a variety of THC products. Among the items seized were multiple boxes containing THC syrup labeled as “max potency,” candy bars infused with psilocybin and THC, and THC cannabis wax. Investigators said the products were packaged in a manner consistent with distribution.
Search Warrant Executed at Residence

As the investigation continued, narcotics investigators obtained a search warrant for Payan’s residence located in the 2400 block of Farm to Market Road 2495 in the Athens area. The warrant was issued by 392nd Judicial District Judge Scott McKee. Investigators subsequently executed the warrant at the residence later that day. Authorities reported that additional suspected narcotics and drug-related items were located during the search.
According to the sheriff’s office, investigators located a large quantity of marijuana packaged in large bags at the residence. Investigators also reported locating multiple THC vape cartridges and additional THC cannabis wax. In addition to suspected narcotics, authorities said they seized U.S. currency, digital scales and custom packaging materials. Officials noted these items are commonly associated with the distribution of narcotics.
Arrest and Jail Booking

Following the investigation and execution of the search warrant, Payan was taken into custody. Authorities said he was transported to the Henderson County Jail where he was booked on multiple charges. Jail records indicate he faces several counts of manufacture or delivery of a controlled substance as well as a charge for possession of marijuana.
During the search of the residence, investigators also reported locating two firearms. Authorities did not indicate whether the firearms resulted in additional charges. Payan remains in custody and is awaiting arraignment, according to the Henderson County Sheriff’s Office. As with all criminal cases, the charges are allegations and the accused is presumed innocent unless proven guilty in a court of law.
