TXST Terminated Three Officers in 2022
Texas State University (TXST), which has campuses in San Marcos and Round Rock, separated three officers from employment in the 2022 calendar year. Two of the officers were separated for conduct matters, while a third officer was let go through “at-will” procedures.
Texas State University (TXST) was established in 1899 and claims the distinction of being the only college in Texas to have graduated a United States President. It also boasts an enrollment of over 38,000 students at any given time. Offering more than 200 bachelor’s, master’s, and doctoral degrees, TXST provides a wide range of educational opportunities to its students.
TXST Police Captain Separated After Investigation
Patrick Cochran, a captain for the TXST University Police Department, participated in an internal investigation on or about August 24, 2022. He was ordered not to discuss the investigation with anyone other than his chain of command or attorney. The order also required him to refrain from engaging witnesses and prospective witnesses about the internal investigation.
On or about the week of August 29, 2022, it was alleged that Cochran engaged in conduct that was perceived as intimidating and/or threatening towards witnesses in the internal investigation. It was also alleged that Cochran discussed the ongoing internal investigation with subordinate witnesses.
On September 2, 2022, Cochran was placed on paid administrative leave and ultimately terminated from employment on October 17, 2022.
TXST Guard Separated for Leaving Campus
Eric Gomez was terminated on September 25, 2022 for leaving his patrol area on campus without notice, spending paid time at his house rather than patrolling the campus, and for taking his patrol vehicle to his residence.
This was not the first time Gomez was informed about not taking a vehicle to his residence. Previously, he was warned about similar behavior when the vehicle broke down and it had to be towed from in front of his house.
TXST Police Lieutenant Separated Under “At-Will”
A Police Lieutenant was terminated on December 1, 2022. The individual was notified that the employment status of the position is “at-will,” and one can be terminated with or without cause. The agency indicated that the individual will have an honorable discharge reported to the Texas Commission on Law Enforcement (TCOLE). The individual was also informed of their eligibility to be rehired.
