Veterans Affairs Police Chief Arrested for Assault Family Violence in Galveston County, Texas
On July 2, 2023, a troubling incident unfolded at Beach Barrel 89 in Crystal Beach, Galveston County, Texas, culminating in the arrest of Terry Jay Wallace. The sworn affidavit, presented before a magistrate, details the disturbing events leading to Wallace’s arrest for the offense of Assault Causing Bodily Injury Family Violence.
The affidavit discloses that Officer Alvarez, of the Galveston County Sheriff’s Office, was dispatched to the beach in response to reports of a male individual allegedly assaulting his wife. Upon arriving at the scene, Officer Alvarez encountered Terry Wallace, who initially denied any wrongdoing, claiming that the altercation was merely a verbal dispute with his wife, Savannah Chavez. However, the situation escalated when a third party, Priscilla Wood, intervened, leading to a confrontation.
Subsequent interviews with Savannah Chavez and Priscilla Wood revealed conflicting testimonies. While Savannah appeared uncooperative and downplayed the assault, Priscilla provided a harrowing and detailed account of witnessing Terry repeatedly physically assaulting Savannah. Priscilla described the distressing scene of Terry chasing and striking Savannah multiple times in the back of her head as she attempted to flee. She further recounted Terry yelling, “I’m tired of your [expletive],” during the assault.
Notably, Terry’s version of events shifted during subsequent interactions with law enforcement, calling his credibility into question. Despite initially denying any physical altercation, Terry later contradicted himself, claiming he never touched Savannah, attributing the events to a mere argument.
Based on the compelling evidence and witness testimonies, probable cause was established, leading to Terry Wallace’s arrest for Assault Causing Bodily Injury Family Violence, with a bond set at $1,500.

VISN 16 Failed to Respond to Inquires About the Veterans Affairs Police Chief
We attempted to reach out to VISN 16, which covers healthcare services for enrolled veterans in Arkansas, Louisiana, Mississippi, and parts of Texas, Missouri, Alabama, Oklahoma, and Florida, regarding the arrest of Wallace and if he was relieved from duty while having a protective order prohibiting from carrying a firearm. However, the VISN has failed to respond to our requests.
Despite the lack of response from VISN 16, it is known that Wallace applied for the position of VISN Security Officer between June 3, 2022, and June 9, 2022. In his application, he stated that he was 100% service connected from the United States Marine Corps and claimed to be a Master Mason from Nebraska. According to his resume, he graduated from high school in Missouri City in 1989, had a short stint in the military, and began his career with the Department of Veterans Affairs as a security guard.
Subsequently, Wallace attended the Department of Veterans Affairs Police Academy in 1998 and advanced through the ranks by relocating throughout the United States. He asserted having no other law enforcement experience beyond the Department of Veterans Affairs.
Notably, the case against Wallace was ultimately dismissed in October of 2023, by the Galveston County District Attorney because of an uncooperative witness.
